The privacy suite included in JOomla should also have everything to comply with privacy laws - including EU requirements. Such as the 'right to be forgotten' (and right to have your details removed from websites) etc. I think that's pretty standard and not just a EU thing.
It would be annoying to have to click "accept" every time you visit the site. Websites do typically need one or two essential cookies to work properly - such as remembering a cookie acceptance choice, and the "remember me" check box setting in login forms. The first would seem to be 'essential' and the second optional (the alternative is to use a password manager). You would state your site requires such cookies for correct operation in your Privacy Statement.
